Nepali Mosque Policy - in English


                                          Preamble

This Mosque Policy is framed in accordance with the Constitution of Nepal, which guarantees freedom of religion, equality before the law, and the right to live with dignity. The purpose of this policy is to ensure that mosque activities and community decisions are conducted in a lawful, inclusive, and fair manner, without discrimination or misuse of religious influence.

1. Supremacy of Law

  • a)      All activities, decisions, and actions taken by any individual or group within the mosque or Muslim society must strictly comply with the Constitution of Nepal and the laws of the country.

    b)      No person or community body may break the law or misuse mosque authority for personal interests or discrimination.

2. Voluntary Contributions

a)     Donations or contributions to the mosque for maintenance, charity, or any other purpose must be voluntary.

b)     No Muslim may be forced, threatened, or pressured to contribute financially. Refusal to donate does not justify any form of punishment or social exclusion.

3. Protection from Boycott or Discrimination

a)      No Muslim or Muslim family shall be boycotted, excluded, or insulted by any individual or community body for not participating in mosque donations or events.

b)      Any form of social boycott, public defamation, or harassment against a fellow Muslim is strictly prohibited and punishable under applicable Nepali law.

c)      Every Muslim has the equal right to practice their faith, attend the mosque, and be part of the community, regardless of economic status.

4. Marriage and Community Participation

  • a)      Marriage is a personal and family matter. A poor Muslim family has the full right to conduct their child’s marriage in a manner suitable to their means.

    b)      Not inviting a specific family to a wedding does not justify community-level action or boycott against that family.

    c)      Any collective decision to boycott, exclude, or defame a poor Muslim family for such reasons is illegal and morally unacceptable.

5. Responsibilities of Mosque Committees and Religious Leaders

  • a)      Mosque committees and imams are responsible for promoting unity, justice, and compassion, and must oppose all illegal or discriminatory actions.

    b)      They must ensure no decisions are made that violate constitutional rights, especially regarding forced donations, social exclusion, or unjust treatment of the poor.

  • a)      Any individual or group found involved in unlawful boycotts, harassment, or use of mosque authority for personal gain shall be subject to legal action as per the laws of Nepal.

    b)      Affected individuals have the right to seek legal remedy and protection from government authorities, human rights organizations, and courts.

7. Promotion of Equality and Brotherhood

  • a)      The mosque and Muslim society must foster an environment of brotherhood, inclusiveness, and respect for human dignity.

    b)      Poverty or social differences must never become a reason for division, mistreatment, or exclusion in the name of religion.

Conclusion

This Mosque Policy reaffirms that no one is above the law, and religion cannot be misused for oppression, exclusion, or personal benefit. It is the duty of every Muslim to uphold justice, compassion, and constitutional values in personal and community life.
